The following is basic information and answers to questions
generally asked about the Job Incentive Training Program
1. What type of company is eligible to participate in the program?
New or expanding companies which manufacture or produce a product in New
Mexico. Training assistance may be provided to non-retail businesses in
the service sector that provide services for export or will reduce the
need for importing a service to New Mexico. Service companies must export
a substantial (typically 60%) amount in order to qualify and must be listed
as a service company by the North American Industry Classification System
(SAICS).
2. Is a small company eligible to apply? Yes, in fact, if a company
is located in an urban area of New Mexico, the minimum number of individuals
the company must train is three. If the company is located in a rural
area of New Mexico, the company must be hiring at least on individual.
3. What type of training is available? Classroom training conducted
by an educational institution, on-the-job training conducted in the company's
facility or a combination of the two. Classroom training is only allowed
if the company contracts directly with a New Mexico accredited educational
institution.
4. What types of classroom training costs are reimbursed? The types
of costs reimbursed to an educational institution include supplies and
materials, salaries, travel, books, and small tools. All Classroom-training
costs to the New Mexico accredited educational institution are reimbursed
at 100%.
5. Is there a limit to the number of training hours per trainee?
By statute, the number of training hours is limited to 1,040 per individual
for the duration of training. The Board uses the Occupational Information
Network (O*NET) and a wage scale in establishing training hours for a
job classification.
6. May supervisors train under the program? Supervisors and management
positions are not eligible to participate in the program as trainees.
Only employees classified as labor production workers, manufacturers,
back-office workers, customer service representatives, reservation clerks,
etc. are eligible. However, in exceptional situations, some company supervisors,
management, administrative and professional positions may qualify for
training funds provided that training would provide substantial support
for the creation of positions for employees classified as labor production
workers, manufacturers, customer service representative, reservations
clerks, etc., or provide significant employment opportunities in areas
of special concern.
7. What is the duration of the training contract? The term of the
contract will be based on a on-year time period, which will allow the
contractor to complete its obligation to conduct the agreed upon training.
The contractor shall complete the hiring of all trainees within six (6)
months of the contract start date. After six (6) months, funds not utilized
and related to the positions not hired will revert back to the program.
8. What if another product line is added; do I need to reapply?
Generally the agreement can be amended to accommodate market changes.
However, if the amendment request is more than 20% of the original contract
amount, a new proposal must be submitted.
9. Is there a limit to the dollar amount a company can apply for?
No. costs are determined by the number of trainees, multiplied by the
training hours per job classification, multiplied by the hourly wage rate
at 50%, 60% or 65% (Percentages based on location of business).
10. What are the audit requirements on the project? A compliance
review is conducted by our staff within two months into the project and
if there are adjustments to be made either on the fiscal side or the training
side, appropriate adjustments can be made. The company is responsible
for having a final audit of the JTIP by an independent auditor done at
the end of the project.
11. How does a company or educational institution get reimbursed?
Once the proposal is approved, a training agreement is entered into between
the Economic Development Department and the company. All signatures must
be affixed before a contract is allowed to begin. Upon completion of training,
the participating company or the educational institution will submit reimbursement
invoices on established Job Training Incentive Program forms to the Economic
Development Department, which is the payment agent for the Job Training
Incentive Program.
12. How do I apply? Submission of a proposal is a requirement for
funding consideration. The proposal consists of an application, a training
plan, history/background of the company, marketing/operations plan, a
training budget, and financial statements from three previous years, manifesting
financial stability. For sevice companies, financials must validate that
60% of revenues and/or customer base is generated from outside of New
Mexico. All proposals must be submitted to the Economic Development Department
one month prior to the Job Training incentive Program Board meeting for
which funding is being sought. Board meetings are held on the second Friday
of the month. Technical assistance on the development of the proposal
